Maybe it was 'Bring Your Kids to Work' day.
My guess is that it was on a Sunday, dressed for Church. If the opportunities were rare, and it was very special to have a photo taken, why not 'gussy it up?'
Its a lovely vintage photograph is that a pram or a wheel chair on the path near the girls
