I think it was a Yacht Club crowd kind of thing. Otherwise I have no idea why it worked for fashion back then Steve Hart. (and I agree with you on the socks)

Ann Kennedy I always wear my topsiders sockless when among my sailing friends (In my best Thurston Howell III voice).
