ROYAL MAIL BY HORSE
The 'GR' on the side of the cart indicates George V, therefore the photo dates from some time after 1910. 

The Royal Mail can trace its history back to 1516 and was used by the general public from 1635 - at that time, though, the postage cost had to be paid by the recipient.
