From the 9 Oct, 1939 issue of LIFE Magazine: "At the bottom of all the arguments about the complexities of neutrality techniques, of arms embargo vs. cash & carry, is the agonizing dilemma which most Congressmen share with the American people as they stand torn between their desire to help the Allies beat Hitler and their desire to keep America out of war. Editor Freda Kirchwey put it as well as anyone has when she wrote in the Nation: 'What a majority of the American people want is to be as unneutral as possible without getting into war.'"
